The Caucasus Muslims Board was established in 1959 based on the Spiritual Administration of the Muslims of Transcaucasia, registered in 1944. It is the legal successor and carrier of its obligations.

The Caucasus Muslims Board (CMB) is a historic, supreme Islamic religious center that unites the religious organizations of Muslims living in the region: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Georgia, and the North Caucasus territories of the Russian Federation (Dagestan, Chechnya, Ingushetia, Karachay-Cherkessia, Kabardino-Balkaria, Adygea, and North Ossetia-Alania).

In the Republic of Azerbaijan, Islamic religious communities are subordinate to the Caucasus Muslims Board on organizational matters.

Religious organizations of Muslims living in other territories can also join the CMB. The relations between these religious organizations and the CMB are based on mutual consent.

The CMB, based on the requirements and provisions of the Holy Quran and the Hadith of the Prophet (peace be upon him), aims to resolve organizational issues for religious communities, control and coordinate their activities within its religious and jurisdictional authority, and prevent sectarian discrimination.

The CMB maintains benevolent relations with international and regional organizations of world religions, refrains from national, racial, or religious discrimination, and respects the customs and traditions of other religions and nations.

The CMB conducts its activities based on the Constitution of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan "On Freedom of Religious Belief," international treaties to which the Republic of Azerbaijan is a party, other normative legal acts, and its Charter. The CMB conducts its activities in other countries with respect and adherence to the laws of those countries.

The CMB and its institutions do not engage in political activities and do not allow political events to be held in their buildings.

When clergy are elected or appointed to state bodies, their activities as clergy are suspended for the duration of their term in that office.

The CMB has had the status of a non-commercial legal entity since the time of its state registration.

Since 1980, the chairman of the Caucasus Muslims Board has been Sheikhulislam Allahshukur Pashazadeh.

The central headquarters of the CMB is located at 7 M. Fatali Street, Baku.
